摘要:
生态保护红线是国家生态安全保障和生态安全格局构建的基准线,是一项地位十分重要的国家生态保护战略。开展定期评估、建立考核机制是“严守”生态保护红线的重要部分之一。目前,国家层面顶层设计已完成,如何精细化评估区、县(市)生态保护红线的保护成效和工作落实情况,服务于各区、县(市)生态保护红线的监管和绩效考核,成为关注的热点问题和“严守”生态保护红线的重大需求之一。该研究依据国家对生态保护红线的管控要求,充分考虑管理决策和地方适应性等因素,从生态保护红线面积、用地性质、生态功能、监管能力、地方化特征等角度,综合运用生态系统服务价值量核算、指标打分、综合指数等方法,构建了涵盖5大类、15小项的生态保护红线成效评估指标体系和评估方法,并进行了实例论证。重庆市生态保护红线案例应用显示,5年间,区域内生态保护成效处于轻度好转趋势,综合成效指数由100分增至105.2分;各大类指标指数除人类活动面积指标有所下降外,其他指标均处于不变或者趋于向好的状态,增长最为明显的为地方化特征指数,由10分增至14.5分。研究表明建立的生态保护红线指标体系具有较强的操作性和地方适应性,评估方法实现了结果的精细化、定量化,结果可为重庆市政府生态保护红线绩效考核制度的建立提供有力科学支撑,为重庆市生态保护红线生态补偿、领导干部离任审计、奖惩任免、责任追究等监管制度的建立提供重要依据。
