Coordination Degree between New Urbanization and the Construction of “Beautiful China”: A Case Study of Jiangsu Province

新型城镇化与美丽中国建设协调度研究——以江苏省为例

Abstract:

The new type of urbanization and the construction of “Beautiful China” are two major development strategies in China, with critical importance to advancing regional green sustainability. By combining the coupling coordination degree model and spatial data analysis, the spatiotemporal patterns and influencing factors of the coupling and coordination between these two systems were investigated using data from 2013 to 2023 for Jiangsu Province. The results indicated that during the research period, the comprehensive index of new urbanization in Jiangsu increased significantly from 0.101 to 0.900, whereas that of the construction of “Beautiful China” fluctuated and rose from 0.421 to 0.595. The degree of coupling coordination improved consistently from 0.319 (basic incoordination) in 2013 to 0.829 (good coordination) in 2023. The relative development status shifted from the lagging state of new urbanization to the lagging state in the construction of “Beautiful China”. Factors such as rural domestic sewage treatment and comprehensive utilization rate, among others, significantly influenced the coordination degree, development degree, and coordinated development degree of the two systems. In particular, the rural domestic sewage treatment and the comprehensive utilization rate had the greatest impacts, with individual contribution rates of 26.9%, 66.7%, and 69.5% to the degree of coordination, development degree, and degree of coordinated development, respectively. The coupling coordination development status of various prefecture-level cities indicated significant spatial heterogeneity, with the spatial pattern of southern region>central region>northern region; moreover, as the research progressed, the coupled and coordinated development status of each prefecture-level city gradually improved. By 2023, Nanjing and Wuxi had reached the good coordination category. Compared with that in 2013, the overall regional coordination level improved markedly. Moving forward, the development of new-type urbanization in Jiangsu Province must prioritize ecology, enhance regional ecological carrying capacity, and then accelerate urbanization in various dimensions, including spatial and population development, thereby achieving the strategic goal of building a high-quality “Beautiful China” construction.

摘要:

新型城镇化与美丽中国建设是中国两大重要发展课题,两者间协调互动对区域绿色发展意义重大。以江苏省2013-2023年为例,结合耦合协调度模型、空间数据分析两系统间耦合协调的时空规律及影响因素。结果表明,1)研究期间江苏省新型城镇化系统综合指数由0.101显著提升至0.900,美丽中国建设系统综合指数由0.421波动上升至0.595;耦合协调度由2013年的0.319(失调衰退类)持续提升至2023年的0.829(良好协调发展类),由新型城镇化滞后型逐步转变为美丽中国建设滞后型。2)农村生活污水处理和综合利用率、农村生活垃圾无害化处理率等因素对两系统间的耦合协调状态影响较大,其中农村生活污水处理和综合利用率对协调度、发展度和协调发展度贡献率分别达26.9%、66.7%和69.5%,是影响两系统协调发展的最关键因子。3)各地级市耦合协调发展状态存在显著空间异质性,呈苏南>苏中>苏北空间格局,2023年南京市、无锡市达到良好协调类,区域整体协调水平较2013年明显提升。未来江苏省新型城镇化发展必须坚持生态优先,在提高区域生态承载力的基础上,加速提升区域空间人口等不同维度城镇化发展水平,从而实现高质量推进美丽中国建设的战略目标。
