Analysis of Value Accounting and Influencing Factors of Ecological Products in Typical Rare Earth Mineral Restoration Areas

摘要:

【目的】旨在核算稀土矿修复区生态产品价值,探究生态产品价值变化的影响因素,为优化矿区修复模式和提升稀土矿生态修复特定地域单元生态产品价值提供科学依据。【方法】以江西省寻乌县典型稀土矿修复区为研究对象,基于2010、2016和2022年统计及调研数据,构建稀土矿修复区生态产品价值核算理论框架及核算体系,采用功能价值法测度寻乌县稀土矿修复区生态产品价值,揭示其时空演化特征,并运用地理探测器剖析其影响因素。【结果】1)不同修复片区的生态产品价值量差异显著。“修复+工业”片区生态产品价值下降1.18×103万元,而资源综合利用片区和生态复绿片区价值量分别增长了2.28×104万元和5.07×102万元;2)研究期间生态产品价值增长呈明显阶段性特征。2010-2016年受限于生态修复工程实施规模,生态产品价值仅增长1.27×103万元;2016-2022年,价值总量增加2.08×104万元,实现生态、经济和社会效益的协同提升;3)生态修复工程期限、生态修复项目面积是影响稀土矿区生态修复产品价值实现的主导因素,且单位面积资金投入与生态修复项目面积是交互作用最显著的双因子。【结论】应建立多样化生态产品价值实现机制,提升稀土矿生态修复区域的经济价值;采用基于自然的解决方案优化技术路径,建立生态产品价值实现机制;优化土地开发与城镇化驱动协同,构建经济与生态协同发展体系。

Abstract:

[Objective] This study aims to assess the value of ecological products in rare earth mine restoration areas, explore the factors influencing changes in ecological product value, and provide a scientific basis for optimizing mine restoration models and enhancing the value of ecological products in specific regional units undergoing rare earth mine ecological restoration. [Methods] Taking Xunwu County, Jiangxi Province, as a case study, we constructed a theoretical framework and accounting system for the value of ecological products in the rare earth mine restoration areas based on statistical and survey data from 2010, 2016 and 2022. The functional value method was used to estimate the value of ecological products in the rare earth mine restoration areas of Xunwu County and to reveal their spatiotemporal evolution characteristics, while the geographic detectors were used to analyze the influencing factors. [Results] 1) The value of ecological products varied significantly among different restoration areas. The value of ecological products in the “restoration + industry” area decreased by 11.8485 million yuan because of industrial park construction, whereas the values in the comprehensive resource utilization area and ecological greening area increased by 227.6748 million yuan and 5.0726 million yuan, respectively; 2) During the study period, the growth in ecological product value showed clear stage-specific characteristics. From 2010 to 2016, constrained by the scale of ecological restoration project implementation, the value of ecological products increased by only 12.7162 million yuan. From 2016 to 2022, the total value increased by 208.18260 million yuan, accompanied by coordinated improvements in ecological, economic, and social benefits; 3) The duration and area of ecological restoration projects were the dominant factors affecting the realization of ecological product value in rare earth mining areas, while the interaction between capital investment per unit area and ecological restoration project area was the most significant. [Conclusion] Rare earths are key strategic resources for modern industry; however, intensive mining has caused systemic ecological problems in mining areas, including forest degradation, soil erosion and microclimate deterioration. Ecological restoration in typical rare earth mining areas has significantly enhanced ecosystem service functions through comprehensive measures such as terrain consolidation, water-system management, and vegetation restoration, thereby increasing the supply capacity of ecological products. To further improve ecological governance in rare earth mining areas, a diversified mechanism for realizing the value of ecological products should be established to increase the economic value of the ecological restoration areas; nature-based solutions should be adopted to optimize restoration pathways and value-realization mechanisms; and synergies between land development and urbanization should be strengthened to promote coordinated economic and ecological development.
